Fostering Diversity and Inclusion at the European Commission

The European Commission is committed to building a diverse, inclusive, and discrimination-free workplace that reflects the rich variety of European society. Through various strategic policies – including those on gender equality, anti-racism, Roma inclusion, LGBTIQ rights, disability rights, and combating antisemitism – the Commission reinforces its dedication to equality.

As an employer, the Commission aims to lead by example. Its latest HR strategy focuses on improving staff diversity, with significant strides made towards gender parity in management between 2019 and 2024:

  • Senior management: from 36.6% to 48.1% women
  • Middle management: from 41.6% to 49.6%
  • Overall management: 49.3% women

These achievements place the Commission among the most gender-equal public administrations globally. Progress was driven by targeted initiatives, including talent development for women, department-specific goals, and ongoing monitoring – while maintaining merit-based selection.

The Commission enforces a zero-tolerance approach to discrimination and, since 2020, has supported this work through the Diversity and Inclusion Office (DIO). The DIO promotes an inclusive work culture and collaborates with other institutions.

A 2021 internal survey involving 10,000 participants informed the creation of an updated Diversity and Inclusion Action Plan, launched in late 2022. This plan outlines key actions for 2023–2024 to enhance inclusivity and ensure the Commission remains a modern, attractive employer for all.
